in the new newspaper go to the page where it talks about the finished migrator. you should see some glowing papers in G’s pocket.
click on it. a message from PSA. it is in code. what it means is turn ALL the puffle pictures to black [ by clicking them ]
here’s what it says:

ATTENTION AGENT, we received a phone call from Herbert. below is a transcript of what he said. we are looking into it. be on alert.

Get ready, dear friend because ” time ” is running out.

I’m guessing “time” is that he is steeling the target on the clock and without that the clock doesn’t work.
